By achieving NAHRO's Certified Specialist of Inspection - Uniform Physical Condition Standards (CSI-UPCS)designation, an individual has demonstrated that he/she has the knowledge, skills and ability necessary for inspecting public housing areas including site, building systems, exteriors, common areas, and dwelling unit, plus he/she understands health and safety conditions and the proper reporting and associated actions for such conditions. He/she is familiar with the terms in the Dictionary of Definitions and the various levels of criticality and severity. . He/she can evaluate their agency's current inspection operation including the identification of strengths, weaknesses, and how the inspection process can interface effectively with good maintenance planning. An individual has also acquired the knowledge necessary to determine the impact inspection outcomes have on their agency's Public Housing Assessment System (PHAS) score.
